AWS Activate, Google for Startups Cloud Program and other provider offers are commercial support programmes rather than Hong Kong government grants. Treat the credit as a time-limited reduction in eligible platform charges, not as cash funding.
Read the benefit as a contract
Older HKGRANT pages quoted large Hong Kong-dollar equivalents for AWS, Google Cloud and Alibaba Cloud offers. Those figures should not be reused as if every startup receives them. Provider tiers, eligibility, partner referrals, previous credit use and expiry conditions all affect the actual benefit.
Google’s current startup benefits page, for example, separates programme tiers and describes a higher potential ceiling for qualifying AI-first startups. The word “up to” carries most of the risk: approval and usable value depend on the applicant and workload.
Model the month after credits
Estimate compute, storage, data transfer, managed database and observability costs at normal rates. Add billing alerts and a named owner. The useful question is not how much credit appears in an account, but whether the product remains economical after the promotional period.
Keep public and commercial support separate
A cloud credit may sit alongside an incubation programme, but it is not automatically an eligible matching contribution or reimbursable project cost. If another fund is involved, disclose the benefit and ask the operator how it should be treated.
